I don't know why, but it worked for me after I heard about it in some official GTA Vice City known glitch forum. Hope this is able to help people. What you want to do its go into the games library and right click on Vice City Click on properties and and go to local files and then browse (It'll take you to the main folder for Vice City) Once it is open you see the application file gta-vc, right click and go to properties. Just finished GTA 3, now downloading VC to play on Windows 8 X64. will update if VC also works. GTA 3 worked perfect. Make sure you have a folder called "GTA Vice City user files", without that, the game has no place to store save files. If you don't have that, download a diffrent version of the game. Some copies may be missing certin files if they were illegaly downloaded. The black screen might be caused by an outdated graphic driver or by a corrupted graphic driver file. Turning on the frame limiter not only lowers fps but also causes other issues - cars are not able to reverse properly and motorbikes rock (much like a boat) when not in motion. The following fix removes the need to turn the frame limiter on - from your video card's control panel force V-Sync on.
