A lvl 80 boost gives you i believe Celestial gear which is kind of an all arounder and even meta on some professions, so you can continue with open world content as you like. And if your trait combination doesn't work, make another, you can "respec" any time out of combat, just swap traits in the hero panel.

As for raids, you'll want to join a guild or find a discord group that does training runs for newbies, once you think you're up to the challenge. They'll accommodate you if you feel anxious and you need not worry as they'll teach you the ins and outs. A side note: GW2 really wasn't balanced for PvP.

Yeah just spend all your points, by the time you hit level 80 with some map exploration, you’ll have more than enough to finish your core game specializations, and if you have DLC it becomes even easier to get the hero points, on DLC maps the hero point locations are worth 10 points instead of 1
Playing through the story will also give you some Mastery Points.Note that the levels need different numbers of mastery points to unlock. Level 1 needs 1 point, level 2 needs 2 points and level 3 needs 3. For the other things you mentioned, the closest thing gw2 has to an elf race would be the sylvari. Plant people, but they look pretty elf-like.

Elite specs only become unlockable at level 80. Leveling to 80 alone gives you enough points to fully unlock the core guardian class. Therefore any hero points you spend in the meantime, that you got from doing hero point challenges in the world, are essentially “refunded” by the time you reach level 80.
